The City of New Carrollton continues to evaluate the changing conditions and monitor the COVID-19 (Coronavirus Disease) outbreak. The City is following the Centers for Disease Control and Prevention (CDC) and state and county health departments’ guidance regarding COVID-19 to ensure it is aware of the latest information and recommended action for our area.

As of March 30, 2020 there were 1,413 confirmed cases of COVID-19 in Maryland, including 294 in Prince George’s County. Because of this dramatic increase in cases in Maryland, Governor Hogan issued a Stay At Home Executive Order effective March 30 at 8:00pm.  This order moves the City into our Phase 3 COVID-19 response.

We are implementing the necessary preventative measures to protect our residents and employees (See below). This situation is rapidly evolving, and we will communicate changes and provide updates as often as possible. To effectively determine our operating status during the COVID-19 pandemic, we developed the following three phases for business continuity.  Note that the City’s operating status has been elevated in PHASE 3 based on the Governor’s Executive Order:

  • Phase 1 – Cancellation of non-essential City events, restricted public access, no inspections, no job interviews
  • Phase 2 – Non-essential telework, no public building access, staggered shifts for select personnel, continuation of police and public works services
  • Phase 3 – Police and Sanitation services only, non-essential telework and/or administrative leave for personnel

Based on the Phase 3 status we have modified various departmental procedures to keep our residents and staff safe, including canceling events and restricting access to all City offices and facilities.  Phase 3 status also requires that all non-essential employees who can work remotely to begin teleworking.  City services will be limited to telephonic and online access only.

The safety of our residents and staff are our foremost concern. We regret to announce the cancellation of the following events, activities and services:

City Services/Facilities

  • Public attendance at City Council meetings;
  • Rental of City facilities and use of City facilities for community meetings;
  • Monthly City Board and Committee Meetings;
  • Notary services;
  • Code Enforcement inspections or re-inspections;
  • Special trash/bulky pick-up ;
  • Seniors Transportation Services;
  • Code compliance;
  • Animal control; and
  • Parking enforcement.

City/Hosted Events/Activities

  • Breakfast with the Chief;
  • Arbor Day Event (April 1);
  • Spring Festival (April 4);
  • Seniors Food Program (run by Prince George’s County)

Under Phase III, the following services and activities will continue and not be disrupted:

  • City Council meetings (via conference call – no on-site attendance)
  • Police patrols and emergency response;
  • Regular refuse and recycling.

Council Meetings.  The City Council will continue to hold their regularly scheduled Council Workshop and Legislative Meetings with all meetings held by conference call.  Residents are encouraged to call in and listen to the meetings.  The call-in number and conference code will be printed on the posted meeting agenda.  The recorded audio portion of the conference call will be uploaded to the City website and broadcast on our cable channels (Comcast 71 and Verizon 30).  These measures are required to comply with the Governors order and are is for the residents health and safety as well as that of our City Council, Mayor and staff.

Many City services like ticket payments, permits, applications, and more can only be done via our website (www.newcarrolltonmd.gov) or via phone (Administration: 301-459-6100 * Public Works: 301-577-1008 * Police: 301-459-0142). We encourage our residents to utilize those resources as City facilities are closed to the public.
